46 I understand that Commission's recommendations in paragraph 196 were designed to exclude from retrospective benefits officers who might have been still on leave preparatory to retirement on date from which recommandations would take effect, but who had in fact served little or no time in the Colony since its liberation, Recommendations would. however also exclude fran retrospective benefits officers who were absent from the Colony for one reason or another on the date from which recommendations are to have effect and who subsequently return. In discussi on with Chairman here view was expressed that is would be better to adhere to what is normal practice and allow retrospective benefits to all who were in the service of the Hong Kong Government, whether in the Colony or not,. at the date from which the recommendations are to have effect (date since fixed at 1st January, 1947), the only exceptions to this rule being those Police Officers who were offered and accepted the opportunity of retirement before they had reached the age of 45 and those Officers who have left the service since the date in question as the result of disciplinary procecdings, I understand Sloss accepted this view. If you agree also, it is a point on which you may think amendment of the Report. desirable for political reasons.

50 I have no other amendments to suggest and am content to leave to you decision as to whether to raise abcre two points with Chairman, it being understood that as indicated in paragraph 2 above, any alterations should be made only following formal request by Chairman. Such alterations would then be made in signed copy of Report.
